ࡱ> FHG5@ "bjbjw:w: 39PP484+-FF"hhhhhh,,,,,,,$.Ri0,hh,hh,<hh,, N*+h: Hyp*,,0+-+1Fp1,+1+h<N hhh,, $X 2004-05 Canadian Olympic Committee Report During the past year, I attended two Board meetings (November 27-28, 2004 and April 16-17, 2005), a number of Team Selection Committee meetings, two Audit Committee meetings (January 10 and February 23, 2005) and had various other communications relating to the Canadian Olympic Committee (COC). The focus of the COC has shifted towards Torino and the COC strategic plan is taking steps to address issues that arose out of performances in Athens. In addition, the COC has continued its advocacy program directed towards accessing more funds for sport in Canada. Canadian Sport Review Panel One of the major steps initiated by the COC has been the integration of funding under a single review process, conducted by the Canadian Sport Review Panel (CSRP). The COC, Sport Canada and the Canadian Paralympic Committee have combined their high performance financial resources and those funds are to be distributed based upon a review conducted by the CSRP. As a result, the COC no longer will distribute its funds directly to athletes or national sport organizations, with its approximately $27 million to be allocated in accordance with CSRP. This process should simplify the amount of administrative time required for reporting. The initial review was conducted from January to March; recommendations were made and funding for each of the sports was announced in August. I understand that diving was very successful in its review and has achieved the top status in the CSRP ranking. A letter of explanation has been prepared by the CSRP, outlining the review results. The last step in the program is for performance agreements to be signed with each of the sports. In addition, COC Athletes Council As a result of the work of a number of people, including Linda Cuthbert - who facilitated the governance review conducted by the athletes, the COC Athlete Council was reorganized into a small group of athletes (up to 12 people) to represent views of athletes to the COC. Previously, each sport organization that had A membership in the COC (51 sport organizations) had an athlete member who would attend the COC annual meetings but it was determined that this group was largely ineffective, in part due to constant turnover and its large size. The first group of new athlete members were elected at the Olympic Games in Athens. Anne Montminy was one of the six summer athletes elected (the others being Nicolas Gill from Judo, Daniel Igali from Wrestling, David Ford from Canoe/Kayak, Sherraine MacKay from Fencing and Iain Brambell from Rowing). They joined four athletes who will remain on the Athletes Council (Karen Purdy from Curling, Victoria Winter from Equestrian, Isabelle Turcotte-Baird from Triathlon and Therese Brisson from Hockey) until the election of four winter Olympians in Torino and a Pan Am only athlete (Jaret Llewellyn) who was appointed by the membership following the Athens election. It is possible that another athlete may be appointed (as there are up to two appointments made by the Athletes Council), to bring the total to 12 athletes. The revised group has already been actively involved in many aspects of the COC, including providing input into the selection of team uniform for Torino and many of their members providing valuable input into a number of programs, including Beijing team selection criteria. COC Board Meeting November 2004 At the COC Board meeting in November, there was a brief post-mortem on the performance of the Canadian team in Athens prior to the focus shifting to the future. In reviewing the success of the Canadian Olympic Excellence Funding for Athens, it was noted that 63% of the athletes receiving such funds from the COC finished in the top 8 at the Olympic Games. The conversion rate, however (rate of world championship performances versus Olympic performances), was indicated to be 27% versus 62% for the leading countries. COC Quadrennial Meeting April 2005 At the COC Congress in April, Anne Montminy was named to the Canadian Olympic Hall of Fame. She joins divers George Athans, Sr. (1953), Sylvie Bernier (1985), Beverley Boys (1987), Irene MacDonald (1976), Alfie Phillips (1976) and coaches Don Webb (1993) and Donald Dion (2000) in the Hall. The COC holds elections every four years at its Annual Congress (the quadrennial meeting). At the quadrennial meeting, the COC membership elects its B members as well as its Executive Committee. Diving was fortunate to have former diver Sylvie Bernier, former Board member Margie Schuett and current President Benoit Seguin, named as B members. In addition, Linda Cuthbert, as President of the Aquatic Federation of Canada remains an A member, Anne Montminy is an F member and I was elected as a member of the COC Executive Committee. This election saw a surprising turnover in the membership of the Executive Committee, with six of nine elected members replaced. In the Board meeting, the COC staff reported that it is leading an initiative to evolve the existing sports centres into training centres (or institutes) and has asked the CSRP to evaluate such proposition. The COC is in a sound financial position, having shown a small surplus in the last quadrennial, and has created a strategic plan focused on performance. One of the objectives is to improve the conversion rate that was considered at the last Board meeting. Team Selection criteria, which has been the focus of much attention in the media in the recent past, will be determined for Beijing at the next COC Board meeting in November 2005. I chair the Team Selection Committee and Anne Montminy is a member of the committee. Over the past year, significant consultation has occurred, including with the athletes (I attended the AthletesCAN Forum in October 2004 as a representative of the COC Team Selection Committee, along with Erik Petursson who attended in his capacity as athlete representative for diving), with the coaches, with the national sport organizations (Linda Cuthbert facilitated a discussion on September 26, 2005) and with the COC Board (a workshop was conducted at the COC meeting in November 2004 and there was discussion at the Board meeting in April 2005). The primary issue concerns the difference in criteria between winter (which is limited to the criteria established by the international federations) and summer (in which the COC has made the criteria more difficult by imposing additional requirements).
