FINA BUREAU MEMBER Since the 2004 Annual General Meeting of Diving Plongeon Canada, the FINA Bureau has met on four (4) occasions, at Frankfurt (GER) January 18 & 19 and February 8 10, 2005, Shanghai (PRC) March 1 - 6, 2005, and Montreal (CAN) July 11 Aug 1, 2005 throughout the duration of the XI FINA World Aquatic Championships. The next meeting of the FINA Bureau will be held in Shanghai (CHN) on April 2 10, 2006 on the occasion of the VIII FINA World Swimming Championships (25m). The proceedings of the FINA Bureau Meetings are circulated to DPC and therefore I shall not comment on the meetings other than to identify highlights. FINA Bureau Meeting January 18 & 19, 2005 (Frankfurt (GER)) This extraordinary meeting of the FINA Bureau was called to discuss the continuation of the agreement between FINA and the Montreal 2005 Organizing Committee for the presentation of the 11th FINA World Championships scheduled for July 2005 in Montreal. The Bureau concluded that the agreement should be discontinued due to the perceived inability of the Montreal 2005 OC to deliver the event in accordance with the terms of the agreement. A Press Release on January 19, 2005 advised the members of FINA that bids to host the championships on the dates already fixed would be received by FINA. Later on January 19 it was noted three (3) federations (GER, GRE & RUS) had responded and by January 20 an additional three (3) letters of intent (COL, CRO, & ECU) had been received. FINA Bureau Meeting February 8 10, 2005 (Frankfurt (GER)) This extraordinary meeting of the FINA Bureau was called to award the hosting of the 11th FINA World Championships. After much discussion and the recommendation of the FINA Executive it was unanimously agreed to award the Championships to Montreal and move forward under the new direction of Montreal Mayor Gerald Tremblay.. FINA Bureau Meeting March 1 6, 2005 (Shanghai (PRC)) The proceedings of the meeting are reported in FINA Circular 71.1 (2005.1) which has been circulated. Highlights include the following: FINA Marketing FINA continues to is seek to resolve the termination of its relationship with World Sport Marketing (WSM). FINA has entered an exclusive marketing agent contract with Dentsu Inc. FINA announced a long term partnership agreement with Yakult has been established by Dentsu Inc. 13th FINA World Championships Bids FINA announced that at the close of bidding on February 1, 2005, bids from five(5) federations (GRE, ITA, JPN, RUS & UAE) had been received. FINA Doping Control Review Board Following up on the Bureau request to examine the matter of Therapeutic Use Exemptions (TUE), the DCRB recommended that World Anti-Doping Agency (WADA) be requested to consider the development of standardized protocols for the administration of TUEs involving life-long medical conditions. Doping Panel Referred a request by the Brazilian Swimming Confederation to the Doping Panel. Legal Commission Coaches Commission Athletes Commission Press Commission Development Programme Approved the FINA Development Programme for 2005 Noted that the FINA/IOC Olympic Solidarity Development Programme for 2005 is not available at this time. The Bureau noted there were very few clinics included in this programme. The National Federations must forward their requests through their respective National Olympic Committees. Standing Technical Committees 2005 2009 President Larfaoui proposed the composition of the Standing Technical Committees and Commissions and related Bureau Liaisons, which were unanimously approved by the Bureau. World masters Games Edmonton (CAN) The Bureau reconfirmed its position that the World Masters Games are not recognized by FINA at this time. Other matters Olympic Results and Information Systems (ORIS) I, together with Kathy Seaman and Toivo Ohman (SWE), continue to represent FINA Diving on this joint committee of the IOC and FINA. The ORIS programme was successfully implanted in Athens and is now subject of a further debriefing and review prior to Beijing 2008. A separate committee is empanelled for each Olympic discipline. For five (%) years Kathy has chaired this committee and in the forthcoming quadrennial will serve as Hon. Secretary. As Honorary Secretary, Kathy remains a member of the Commission together with Chair Jesus Mena (MEX) and me, in my capacity as Liaison. Kathy has provided and will continue to provide dynamic leadership and organization for the committee. Kathy works well with all members of the committee and other members of FINA. Kathy is highly respected within the FINA diving family and it is a pleasure to work with Kathy and her committee in the role of FINA Bureau Liaison to the Technical Diving Committee. The work of FINA is very open.
