I would like to thank all staff members and Board members for their assistance in the preparation of the submission. 2005-2006 marks the first year that Sport Canada has enabled multi-year contributions for NSOs core support program. In addition, all funding programs Core Support Program, Athlete with a Disability program, La Releve and Sport Participation Development Program were rolled into one contribution process and one contribution agreement. Diving Plongeon Canada has submitted for 2005-2006 as well as 2006-07. NSO submissions underwent an extensive review process. Sport Canada was successful in ensuring the process and funding decisions were finalized so that NSOs would receive their first regular payment towards the end of June 2005. In the interim, as in previous years, Sport Canada proceeded with Advance Payments, which were issued in late April. Sport Review Process Sport Canada, the Canadian Olympic Committee (COC) and the Canadian Paralympics Committee (CPC); have been collaborating through the Sport Review Panel process, in the assessment of NSOs High Performance plans. The ultimate objectives of this process are to provide recommendations for targeting enhanced excellence resources to the funding partners for NSOs and Canadian Sport Centers and to provide some look forward feedback to the SFAF III assessment data. To date, all review meetings for Summer Olympic sports and Winter Paralympics sports have been completed. The Sport Review Panel verified and clarified NSO budget information submitted for enhanced excellence funding over next 4 years. The Panel made recommendations to the Steering Committee regarding allocation of the enhanced excellence funds, including providing a list of targeted sports, identifying specific projects/initiatives to be supported in these sports and the allocation of some AAP cards. The Panel reconvened in April/May to carry out reviews of Winter Olympic sports and non-Olympic sports. It is expected that the winter sports will undergo a similar review as the summer sports, using the documentation provided to the Own The Podium project as a basis plus any additional questions to ensure the reviews are consistent. The Panel also recommended enhanced funding for targeted Centers. This will be completed only once the Panel has reviewed the data/needs for the Winter Olympic sports. Sport Canada incorporated the Sport Review Panel recommendations within its overall contribution to Diving Plongeon Canada. Budget Announcement The announcement of 2005 Federal Budget provided stable ongoing funding to an all-time high of $140 million annually for sport in Canada. This was achieved by making permanent $70M in high performance sport development funding that was scheduled to sunset this year. As outlined in the Federal Budget, $50 million was earmarked for support to high performance sport. In addition, $15 million was provided to pursue the vision of Own the Podium, and $5 million to promote the participation of Canadians in sport. In a news release, the Minister of State for Sport, Mr. Stephen Owen, stated the: New funds will help deliver on the collective vision of the Canadian Sport Policy endorsed by all jurisdictions in 2002, which presents a leading-edge sport system from the playground to the podium. These investments will focus on winter and summer sport excellence to enhance Canada's ability to realize the performance potential of its athletes and will build capacity in the sport system to bring lasting significant benefits to Canada. These funds will allow us to further advance the priorities and objectives of the Canadian Sport Policy to pursue social development through sport at home and abroad. In the area of Excellence, Sport Canadas approach will focus on addressing key areas within the sport system: direct support to athletes, coaching, national team programming including equipment, training and competition needs, sport science and research and hosting major sport events. These funds will also enable us to partner with the COC and CPC to support the Sport Review Panel initiative for both summer and winter Olympic and Paralympic sports, as per its overall approach to Excellence. Athlete Assistance Program The proposed annual budget, for the 2005-06 fiscal year is $27M. AAP stipends were increased in September 2004 to $18,000 a year for senior cards and $10,800 a year for development cards. In addition, AAP quotas were revised. To reflect an additional 200 Senior (SR) equivalent cards for Olympic and non-Olympic sports, as well as an additional 50 Development (D) cards for Paralympics sports. Diving Plongeon Canada is now eligible to receive 22 cards (Able-bodied). The card quotas will be allocated as an equivalent number of SR cards and will incorporate all cards awarded including SR1, SR2, SR, C1 and D cards. C1 cards will be considered a full SR equivalent card for purposes of the quota. Diving Plongeon Canada has the flexibility to allocate the card quota according to the criteria approved by Sport Canada. Should you wish to allocate development cards, a ratio of 3 development cards for 2 senior cards will be applied. SFAF Sport Canada has now reached the end of the data collection and analysis for the SFAF III. The Sport Funding and Accountability Framework (SFAF) is used to determine which organizations are eligible for Sport Canada funding (Eligibility), in what areas (Assessment), at what level (Funding) and with what expectations (Accountability). A total of 56 NCOs met Eligibility and qualified for the Assessment phase under SFAF III. This represents one additional NSO compared to 2004-2005, the Royal Canadian Golf Association. The NSO Assessment phase was launched in Fall 2004 and conducted throughout the Winter. By end of March 2005, Part 1 of the Rating Guide and Draft Assessments were mailed out to each NSO for validation. Part 1 covers the Athletes Results at Olympic Games and World Championships, as well as the sports demographics: membership, provincial and national championship numbers, and Coaching certification. Part 2 was completed in April and consisted of Paralympics results and programs for athletes with a disability, Sport Participation and Development assessments, and National Team Program assessments, the latter being conducted jointly by Sport Canada and the Canadian Sport Review Panel. Part 2 was circulated for validation prior to the final assessment report and rankings. Diving Plongeon Canada was ranked accordingly: High Performance 7/48 45.1 points Sport Development 33/52 12.6 points AWAD: HP N/A AWAD: SP Dev. N/A Long Term Athlete Development LTAD is a philosophy around optimal training, competition and recovery programming with regard to development versus chronological age. LTAD is inclusive, providing a guide to the optimal foundation for a physically active life through to podium performances. It will affect all stages of an athletes life in sports, not just their years in high performance. It takes into consideration a persons entry and early years in sports and physical activity, and assists in formulating and identifying the various stages an athlete passes through in their athletic career, up to and including remaining active for life. Sport Canada is pleased to be supporting the development of a generic LTADM and to provide assistance to NSOs to develop their own sport specific LTADM. The generic model has been drafted and is available for consultation in hard copy as well as electronically on Sport Canadas website. In addition to the release of the generic model, Sport Canada will make a pamphlet style resource available to NSOs and stakeholders. Diving Plongeon Canada has received funding for the implementation of a LTADM and is working closely with Richard Way, facilitator. Funding would be available up to $70,000 for the initiation of this process.
